Emissions Inventory
The Climate Department of the Velocity Interoperability Network compiles and publishes the emissions inventory of the Velocity Interoperability Network. This first inventory establishes the baseline against which the Network's reduction targets are measured. It covers the twelve months to 31 August 2026 and records emissions of 184,600 tonnes of carbon dioxide equivalent.
Coverage. The inventory was compiled from returns supplied by member organisations during the transition period from 10 August to 5 September 2026, and from the energy, fuel and travel records of the six principal sites, which were transferred to the Department by the Interior Department.

Where measured data was not available, principally for purchased goods and services and for staff commuting, emissions were estimated from expenditure records and from a staff survey carried out in August 2026. Estimated figures account for 8 per cent of the baseline and are identified as such in the tables below. The Department expects the share of measured data to rise as reporting officers are appointed and quarterly returns begin.
Emissions by scope. The inventory follows the conventional division into three scopes. Scope 1 covers emissions the Network produces directly; scope 2 the emissions of the electricity and heat it buys; scope 3 the emissions of its supply chain and of the activities of its staff.

Purchased electricity is the single largest source at 58,200 tonnes. Only 22 per cent of the Network's electricity in the baseline period was bought under zero-carbon supply contracts; the remainder is converted at the grid average factor. Stationary combustion is dominated by gas-fired heating at the principal sites, with standby generators at Northgate Relay and Central Exchange contributing 2,300 tonnes between them.
Emissions by site. Emissions are attributed to the six principal sites of the Network and to a residual category of smaller sites and mobile sources. Scope 3 emissions are attributed to the site of the organisation that incurred them.

Shares may not sum to 100 because of rounding. Central Exchange is the largest emitter because it houses the Network's exchange halls, which run continuously; Westbrook Distribution Site is second because it operates the Network's largest vehicle fleet and handles most of its freight.
Method. Activity data is converted to tonnes of carbon dioxide equivalent using the Department's conversion factors for 2026, which are published with the return template and supplied to reporting officers on request. Factors are revised each January. The inventory includes all six greenhouse gases in common use, expressed as carbon dioxide equivalent. It excludes emissions embodied in buildings constructed before the baseline period and emissions associated with the Network's financial holdings, which the Department will consider for inclusion in a future review.
Revisions. The baseline is provisional. It will be revised once, in the Department's first annual report in April 2027, to incorporate late returns and corrections, and thereafter held fixed. Quarterly figures from September 2026 onwards are published under the arrangements on the Reporting page and announced in the Newsroom.
